The following rules and regulations are established for the health, welfare, and safety of all members of the Highgrove Pool and their guests. They are a condition of membership in the Highgrove Community Association or the Highgrove Pool. Application for pool membership includes acceptance and agreement to comply with all pool rules and regulations.
The Highgrove Community Association and the Highgrove pool attendants are absolved of all liability in a cause for action, where it can be shown that there has been a failure to comply with the regulations stated herein. The Highgrove Community Association reserves the right to change these rules and regulations at which time the membership will be notified.

- Children under 16 are not permitted in the pool area unless accompanied always by a parent or responsible person (see section 8). No guests of the member’s child or responsible person are allowed without the member’s parent being present. The responsible person may not be responsible for more than a total of one (1) child under the age of 16 unless the children are from the same immediate family.
- Members assume complete and sole responsibility and liability for all injury, death, or damage to property, real or personal, during the pool season.
- Members shall indemnify and hold the Highgrove Community Association harmless from all claims, demands, actions, suits, or proceedings made against the HCA arising out of, or in any way related to, the use of the pool and surrounding areas. This indemnity shall also include all sums payable or paid by the HCA for legal fees or court costs. The selection of legal counsel shall be within the sole and absolute discretion of the HCA.
- A parent or designated responsible person must be present when their child is using the wading pool. The parent or the designated responsible person, not the attendant on duty, is responsible for the safety and conduct of the child.

- The charge for a Pool Party is $25 plus attendant fees, with an additional $25 refundable Security deposit. Noncompliance with pool party rules will result in loss of the security deposit.
- Additional attendant, beyond any on regular duty, will be required for all pool parties. The member will be charged for each extra attendant needed (1 pool attendant per 25 attendees) at rate of $20.00 per hour to be paid at the time of the scheduling. The number of hours includes the entire time the facilities are being utilized.
- The member responsible for the party must clean-up and remove all trash from the party by the end of the rental period. Non-compliance will result in loss of the security deposit. (The attendant(s) is responsible for closing the facilities, not clean-up).
- Pool party rental does not include use of the clubhouse or the refrigerator.
- In case of inclement weather causing cancellation, the party will be rescheduled at a convenient time by the Community Administrator and the member. However, the party will only be rescheduled if more than half of the party is canceled.
- All concerns about pool operations should be directed to the Highgrove Pool Manager, [email protected].
- All incidents or accidents are to be reported immediately to the pool attendants on duty. If no attendant is on duty, contact Elite Pools.
- Members and their guests are expected to cooperate with the pool staff always. Failure to do so may result in the suspension or loss of pool membership.
- General
- The Highgrove Association accepts no responsibility for loss or damage to any personal property.
- The pool is monitored 24 hours by closed circuit video.
- The swimming pool is handicapped accessible. NO ONE is permitted to use or play on the handicap lift. Restitution for damage to this equipment may be required.
- No sitting, climbing, diving, or jumping off the pool attendant stand.
- Pets are not permitted inside the gated pool area or left unattended or leashed on the Highgrove community grounds. Certified Medical Guide dogs are permitted only if listed on the pool membership application form on file with the Highgrove Association.
- Under no circumstances will alcohol, tobacco, vaping, firearms, or drugs be permitted in the pool or pool area. Loss of privileges or legal action may re
- Tampering with or defacing Highgrove Pool property or equipment is prohibited. Restitution will be required.
- No one is permitted within the pool area except during regular pool hours. Unauthorized use of the pool after hours will constitute a trespass of private property. Violators will be subject to an immediate loss of membership for the rest of the season and possible prosecution.
- Homeowners, whether present or not, are responsible for the conduct of their children and guests using the Highgrove pool. Attendants, when on duty, the pool manager, community administrator, or any HCA Board Director shall have the right to curtail inappropriate behavior. A verbal warning will be given initially. If misbehavior continues, the individual(s) may be asked to leave the pool for the remainder of that day. Further misbehavior will result in a written warning to the homeowner. A third offense may result in a longer suspension of pool privileges.
- No skates, bicycles, and scooters are allowed inside the fence. Please park the items away from the front entrance.
- Please no excessive display of affection.
- No loud boisterous language or profanity will be allowed.
- No loud music is allowed. Music should be family-appropriate always.
- Residents are not permitted to park in front of the clubhouse, parking in front of the clubhouse is only allowed when loading and unloading items.
- Members
- One pool membership per Highgrove address is allowed. For the purposes of pool membership, a membership is defined a single-family unit, i.e. legal dependents, residing within the Highgrove resident address. This would NOT include: neighbors, friends, relatives, or any other individuals who do not reside in the same household as the rest of the family. Requests for exceptions may be made in writing to the Community Manager at [email protected]. Allow at least ten (10) days for consideration of exceptions.
- The gates are to remain locked always, access only by key card. Under no circumstances should the gate be propped open. No pool user should admit anyone into the pool area, even if they have a pool key card in their possession. If you do let someone into the pool area, please be aware that they become YOUR guest and YOUR responsibility. Your privileges may be revoked.
- Key card privileges of any member may be revoked for improper use. This applies to any member allowing under-age children access to their key card.
- Anyone transferring a key to a non-member or member not in good standing will lose his/her pool membership for the remainder of the pool season. No refunds will be given for loss of pool membership.
- Each membership will be issued one active key card. The initial card (1) is free and will be activated by the Community Administrator at the beginning of each swimming season. The replacement card cost is $10.00. Application for a new card should be sent to [email protected].
- Allow up to five (5) days after the application is receive for issuance of a new or initial card after the start of the pool season. Be aware that new/initial cards will only be issued on pool property and only to an adult (over 21) member listed on the membership application upon presenting a government approved form of ID (i.e. – driver’s license). Should you pay for a new card and then find your original card within the same membership year, please contact the community manager at [email protected]. If the card proves to be reusable, your $10 will be refunded.
- Guests
- All guests must be accompanied by a Highgrove pool member during their entire visit and guests must leave with the member who brought them.
- A Highgrove resident or any family member who is not in good standing with the HCA cannot come to the pool as a guest of any other pool member.
- Each membership is entitled to a maximum of five (5) guests per visit.
- Unaccompanied children are defined as a person with an age of 16 or 17.
- The Pool Committee will consider special guest requests if they are presented seven (7) days in advance.
- The conduct of any guest is the responsibility of the member who sponsors them.
- Health and Safety
- Only proper swimming attire is permitted in the pool.
- No spitting or blowing nose in pool will be allowed. All commonly recognized rules of sanitation and safety shall be observed. Per Health Department regulations, the pool will be closed for at least (8) hours if anyone defecates or vomits in the pool.
- No running, pushing, horseplay or causing undue disturbance is permitted in or around the pool.
- No sitting or hanging on the rope is permitted.
- No glass containers of any kind are permitted inside the pool area.
- No food or gum may be brought within five (5) feet of the pool. Water, in a plastic bottle or plastic cup, is the only drink allowed within five (5) feet of the pool.
- No unnecessary conversation with or loitering around the pool attendant on duty is permitted.
- Babies must wear water play diaper (ex. Little Swimmers) while in the pool or the wading pool. Disposable diapers are NOT permitted. Parents are requested to dispose of diapers at home and not in the pool trash containers. Any costs incurred by the Association to remove fecal contamination from the pool will be charged to the responsible homeowner/pool member
- Members should not use the pool when they are ill, have an infection of any type, have an open wound or are wearing a bandage.
- Climbing on the fence is prohibited.
- The pool staff reserves the right to close the pool in case of lightning, thunder, or heavy rain. The reopening of the facility will be left to the discretion of the pool attendant on duty and will be determined by current pool safety guidelines. If lightning is sighted, the pool will be cleared for a minimum of 20 minutes.
- Only pool staff members are allowed in the pump house.
- Swimming
- Only soft inflatable water play toys and dive toys will be allowed in the pool area. NO water/squirt gun-type toys will be allowed in the pool or pool area.
- Swimming equipment including swim fins, snorkels, air mattresses, tubes, etc., will be allowed at the discretion of the pool attendant on duty and depending on the number of people using the pool. Masks and goggles are permitted.
- Children under 16 are not permitted in the pool area unless accompanied always by a parent or responsible person (see section 8). No guests of the member’s child or responsible person are allowed without the member’s parent being present. The responsible person may not be responsible for more than a total of one (1) child under the age of 16 unless the children are from the same immediate family.
- Members assume complete and sole responsibility and liability for all injury, death, or damage to property, real or personal, during the pool season.
- Members shall indemnify and hold the Highgrove Community Association harmless from all claims, demands, actions, suits, or proceedings made against the HCA arising out of, or in any way related to, the use of the pool and surrounding areas. This indemnity shall also include all sums payable or paid by the HCA for legal fees or court costs. The selection of legal counsel shall be within the sole and absolute discretion of the HCA.
- Wading Pool
- A parent or designated responsible person must be present when their child is using the wading pool. The parent or the designated responsible person, not the attendant on duty, is responsible for the safety and conduct of the child.
- Only children six years of age and younger may use the wading pool. Children under the age of six may stay in the wading pool during the 10-minute break.
- Metal and rigid plastic toys are not allowed in the wading pool. No inflatable toys are allowed in the wading pool.
- Do not add water to the wading pool.
- Restrooms
- All trash is to be disposed of in trash containers.
- Members are requested to help keep restroom facilities clean. Do not flush any foreign articles such as sanitary napkins, disposable diapers, or paper towels.

- or the attendant if it is during their working hours.

- Responsible Person
- A designated responsible person is defined as a non-parent person 16 years of age or older who, while in the Highgrove pool area, is responsible for a child who is not old enough to use the pool unattended. (see sections 3, 5 & 6)
- A responsible person must demonstrate maturity and concentration in watching the child in his/her care and is able to swim without flotation assistance.
- Designated responsible persons must be registered on the Highgrove Pool Membership form.
- All responsible persons are subject to all rules that apply to members.
- The responsible person may not be responsible for more than a total of one (1) child under the age of 16 unless the children are from the same immediate family.
- The conduct of the responsible person is the direct responsibility of the member who sponsors them.
- If a responsible person is asked to leave the pool, everyone that they are responsible for must leave the pool.
- Pool Parties
- The following rules apply to all parties including neighborhood parties.
- Pool Members must make arrangements for pool parties through the website here or the Community Administrator, [email protected] at least fourteen (14) days in advance. A response will be given within 72 business hours.
- Pool parties requested for weekend days or Holidays will be limited to one (1) per day.
- Parties are limited to a maximum of two (2) hours.
